Ask most buyers what a drug test detects and they will name a panel count. That answers only half the question. The panel says which analytes the device screens for; the cutoff level says how much of a substance has to be present before the result flips to non-negative. A panel is the list of substances a device screens for. Each analyte on the panel has its own antibody and its own cutoff. More analytes mean broader coverage and higher cost per device.

What a cutoff level is, and why it decides the result

The cutoff is the concentration, usually in nanograms per milliliter, at which a screen reports non-negative. Below it, the result reads negative even if a trace is present; at or above it, the result flags. The same specimen can read negative on a high cutoff and non-negative on a lower one, which is why the cutoff is not a technicality, it is the definition of a positive for your program.
